René Oosterlinck was appointed ESA Director of the Galileo Programme and Navigation-related Activities (D/NAV) in April 2008, and took up duty on 1 June. He was Director of Legal Affairs and External Relations (D/LEX) until 31 May. Of Belgian nationality, married and with four children, René Oosterlinck (born 1944) was awarded an engineering degree from the Higher State Technical Institute for Nuclear Industries of Brussels, Belgium, in 1966.
In 1969 he obtained a degree in civil engineering from the University of Leuven, Belgium, and in 1977 he obtained a degree in law from the University of Leiden in The Netherlands.
René Oosterlinck started his career in 1969 as a teacher of physics and maths in Zaire (now Congo). Two years later he became a patent examiner at the Institut International des Brevets (IIB,) now the European Patent Office in The Hague.
In 1979, he joined ESA, where he held the post of Head of the International Property, Transfer of Technology and Information Policy Office until 1984, when he became Head of the Personnel and Site Services Department.
After a period heading the Legal Affairs Department (1998-99), he became Head of the Navigation Department, where he was in charge of the Navigation Programmes in particular Galileo and EGNOS. Since 2004 he has been lecturing in Space Law at the University of Ghent, Belgium.
He was appointed ESA Director of Legal Affairs and External Relations in December 2004, and took up duty on 1 June 2005. He also headed the ESA Security Office and was Head of the HQ Establishment in Paris.
The new Galileo Directorate is devoted to the implementation of the Galileo Programme for the European Commission and to other related satellite navigation activities, and was created in an organisational change triggered by ESA Director General Jean-Jacques Dordain and endorsed by the ESA Council.
The Directorate was set up to cope with the wide changes that have taken place in this programme concerning the deployment of the Galileo system and its complete infrastructure, and the system level responsibility and industrial prime role that ESA will take on under an agreement with the European Commission.
